Building a house in Açores but there is no people that want to work

Trying to right now; we have the land, design done, plans approved, construction permit, but there are no builders -- have reached out to 5 diff ones, isn't even a price negotiation issue, they just don't reply or miss commitments to follow-up

I'm not an intense person on their ass about it either, just basic short email w/ all materials in a google drive link, let's check-in in two weeks (no answer 2 weeks later), short email w/ follow-up, no reply

The only company that replied w/ quote sent an outrageous one and we said, "Ok, when can you start" -- never replied, followed up, never replied; it's like no one wants to work and make money

We found a company that will fly in from the mainland to do the work but they are lamenting that they are trying to finalize local contractors like electricians and plumbers, etc., but said no one calls them back, so they can only commit to half the work
