Got fined by IRS/AT incorrectly, didn't get my fine money back or an Apology

Last year I received a fine from IRS (Autoridade Tributária), after having used “Lei do Usufruto” to give my parents the right to live in a house I own. This is not a sale, just something available to do so that they can have their own utility contracts and live in my property without paying rent.

The fine was received 2 years later after the “Lei do Usufruto” was applied, with the claim that I had “sold the house and didn’t declare capital gains”. I had to call my lawyer, pay their fees, make a requirement explaining that everything was done correctly and there was no sale, to then months later, the case was dismissed. I had to pay the fine (they give short deadlines for these things and not paying leads to higher burden), the lawyer fees and in the end, I didn’t receive an apology from IRS/AT 🤦🏽‍♂️
