Half or more of the electric vehicle chargers are always "out of service"

This is just remarkably common in Portugal.

Half or more of the parkings we visit that have electric vehicle chargers (a good thing!) are actually permanently out of service.

Why? I have no clue. I understand some are out of service sometimes and have to be fixed, but why can so many ALWAYS be out of service? What’s going on?
