Hash / coke in Portimao?

Hi, with my family we fell in love with Portugal and Algarve and we are coming here every spring for a few months.

However when walking the -above the cliff- promenade in Portimao, I always get asked from random -IMO not so nice looking- people if I want hash / coke? I find this rather annoying and don't understand why drugs offerings are tolerated.
