Landlords raising prices above legal limit

I rented an apartment for half a year and when I moved out the landlord raised the rent by 71.4% (from 700 to 1200).

Landlords, as far as I know, are only allowed to raise based on inflation (?). Its wild how they get away with increasing prices like this it does not benefit anyone expect the landlord.
