Portuguese callcenter guy tells me to write down phone number to call instead then transfers me to the number, so why did he gave me the number to call?

I called to buy car insurance for my new car.

A Portuguese guy answers and tells me I need to call a different number directly. I write the number down, he talks very slowly

etc. etc.

Finally we finish.

I say “Okay, thank you.”

Then he goes, “I will now transfer you.”

So I ask, “Where will you transfer me to?”

He answers: “I will transfer you to the department I gave you the phone number to”

I ask “Then why did you give me the number if you will transfer me?”

He answers “Hmm hmhmhmmhm” and transfers me.
