Public Processes in Portugal always have a limbo

Problem about PT is the lack of process orientation. It’s quite common to end up in an exceptional situation which will prevent your process of moving on just because no one have ever thought about the different scenarios / user journeys.

Eg.: to get a NIF you need an address, but to have something under your name, you need a NIF 💩
