Stayed at a rooftop apartment in Porto during summer. couldn't sleep at night due to howling dogs. investigated and found out that people lock their dogs up on their terraces when they go on holiday. called the police everyday until they called the owners of every lonely dog that I could see from my terrace. owners returned (police threatened them to take the dogs to a shelter and have them killed and then started to investigate who had reported them to the police. Moved to the south and narrowly escaped. They are just terribly heartless people.
