TAP Air Portugal airline luggage drop at Lisbon Airport has separate lines for luggage tags and luggage drops

This is maybe petty but why would you have separate line and machine for printing luggage tag then another for the luggage drop belt itself. You are in line twice whilst airlines like KLM (Amsterdam) and Emirates (Dubai) they handle it all in one machine
