Almost everything tech related in Portugal is bad.
I remember 2 or 3 years ago, so 2023/2022, “Centros de saúde” PC’s and almost everything government related basically using Windows XP or Vista.
The systems are always down because or they have potato servers or they are bad configured and probably use some type of Windows Server from 20 years ago, but the thing is that nobody is willing to upgrade and modernize this systems because most of the people who work in this areas here in Portugal don't have any tech literacy. Most of this people are stuck 20 years ago and never tried to update.
But the problem is in the education system also. I have a cousin in the 6th grade where he has IT classes. The IT classes are basically just making Word documents, Excel spreadsheet and PowerPoint and that's it all year. I'm not saying that knowing using this tools is not important but let them be creative.
Teach them programming, but actually programming not just Scratch, teach them Linux, everything is Microsoft based let them use the Penguin. There is still a lot of people in Portugal, I would say 95% that or don't know what Linux is or think Linux is just for “Hackers“ and who need to know to use the scary terminal. That could be true 20 years ago but not nowadays. You have distros like Linux Mint that everything is working out of the box.
